Chhattisgarhi Assembly

Raipur: Chhattisgarh assembly election is due in next year. Before that, the Congress-ruled government of the state took major steps to save the backward classes vote bank. The reservation quota for backward classes in employment and education has been increased to 76 percent in that state.

After passing the Bill in the Legislative Assembly, Chief Minister Bhupesh Baghel said that the previous BJP government did not take any action in this regard even though it was in power for three terms. The new reservation policy has standardized the population ratio. The Chhattisgarh Public Service (Reservation of Scheduled Castes, Tribes and Other Backward Classes) Amendment Bill and Chhattisgarh Educational Institutions (Reservation of Admission) Amendment Bill were passed in the state assembly on Saturday.

Meanwhile, Congress-ruled Rajasthan is also vote in next year. Congress governments in both states are trying to stay in power by increasing reservation in jobs, education. Rajasthan government has already increased the quota. Jharkhand's next assembly polls are due at the end of next year or early 2024. The non-BJP-ruled state also followed the same path.

According to the new bill passed by the Chhattisgarh Assembly, Scheduled Tribes will get 32 percent quota, Other Backward Classes 27 percent, Scheduled Castes 13 percent. 4 percent reservation has been made for economically weaker sections (EWS). The Baghel government constituted a committee in 2019 to increase the reservation quota. Due to Covid 19, the committee could not report on time. The state government decided to implement the committee's report last month.

However, this reservation cannot be implemented only after the Bill is passed in the Assembly. For this, the permission of the central government should be taken. Because, according to the Supreme Court's ruling, the reservation quota can never be more than 50 percent. But Parliament has the power to grant additional reservations in case of special circumstances in respect of communities mentioned in the Ninth Schedule of the Constitution.
